My best guess would be that the License Key you entered is not correct. You may need some other License Key for Siebel Government module. Try going in for All Inclusive License Keys. Your Siebel Server Admin should be able to help you here.</description>

It is general problem when people need to compare their custom Siebel Web client Application to Siebel Vanilla Sample Client at that time their Seibel Sample Client pop up the error for Expiry License key and it is so frustrating  for a developer .
So here we have one alternate solution for those who do not have access to Support web.

Steps for Resolution-
1)	Copy the Sample DBF from …\Siebel\7.8\web client\SAMPLE folder and paste it to …\Siebel\7.8\web client\LOCAL.
2)	Open the Client CFG from …\Siebel\7.8\web client\BIN\ENU and go to [Local] section.
3)	Change the parameter [ConnectString] to …\Siebel\7.8\ web client\LOCAL.\sse_samp.dbf -q -m -x NONE -gp 4096 -c40m -ch60m

If you don’t wand to perform step 1) then in cfg Change the parameter [ConnectString] to …Siebel\7.8\ web client \sample\sse_samp.dbf -q -m -x NONE -gp 4096 -c40m -ch60m

4)	Log in to Web client put USER ID = SADMIN, Password = SADMIN and Connect to = Local
5)	Now Go to Application-&gt;Administration-&gt;License Key and copy any valid key from Local client to here.
6)	Again open the standard Sample Client and now you are able to login successfully. And do your research.

Still I feel the resolution given in Prachi’s Post is easier if you can open the Sample tool without any problem.</description>
