In the Upgrade process, don't forget to check the Upgrade path with oracle. This would ensure that you can seamlessly upgrade your present version to the desired Siebel version.
Note: Oracle provides various upgrade paths for vertical and horizontal applications. Based on your assessment, you might be required to downgrade your application to one of the maintenance release supported by Oracle under an Upgrade path. Nonetheless this requirement would not fit for most upgrades but worth a try.
